“.Restricted Registration” is a certificate of Restricted Registration offered by the College of Physicians and Surgeons of Ontario (CPSO) to Residents who meet agreed upon criteria. Residents who hold an RR certificate are eligible to provide clinical services for remuneration outside of their residency training program.

The Council of Ontario Faculties of Medicine have defined “Restricted Registration” as: “Residents registered in postgraduate medical education programs leading to certification with the Royal College of Physicians and Surgeons of Canada or the College of Family Physicians of Canada who provide clinical services for remuneration outside of the residency program.”

Program History

In September 2006, the Minister of Health and Long-Term Care requested that the University of Toronto lead and launch a pilot program on restricted registration for residents and invited other medical schools and the Professional Association of Residents of Ontario (PARO) to participate. The University of Toronto submitted a proposal and received funding for a two-year pilot project with an option to renew for a third year. PGM-COFM, the Ontario Schools of Medicine and PARO supported the pilot.

The pilot launched in October 2007 using a web-based application to facilitate the posting of available jobs by employers and the application process for residents. In 2009, at the request of PGE:COFM, PARO became the host agency for the Restricted Registration Pilot Project and an Oversight Committee was established.

In May 2010, PGE:COFM put forth a recommendation that the Restricted Registration Pilot Project transition to a permanent Program.
